This book accounts for the political rationale of fiscal decentralization. It's principal proposition is that subnational governments' revenue sources are the result of national politicians' strategies aimed at securing and maintaining office by winning elections. The theoretical model is built around central government's decision on the design of intergovernmental transfers. Two general hypotheses predict the allocation of intergovernmental grants in two different devolved contexts: a centralized institutional setting and a decentralized one. Spain represents an excellent case to test them.
